PROPOSED STREET IMPROVEMENTS 2009 FAIRFIELD, IOWA

 

Streetscape Project:  This project is to provide streetscape improvements in the Central Business District in Fairfield.  The improvements are in Central Park, and along Court Street from Burlington Avenue to Broadway Avenue.  The streetscape improvements include removing and replacing all of the sidewalks in Central Park; removing pavement and sidewalk and constructing landscaping nodes and brick crosswalks at the intersection of Court Street and Broadway Avenue.  Landscaping nodes will also be constructed at mid-block, and at the Burlington/Court Street intersection.  Six existing street lights will be removed, and new street lights and bollards will be installed, including a new electric service, controls, and lighting circuits to all of the lights.  The new controls will involve work in the alley east of the square.  New intakes and storm sewers will be installed to drain storm water “trapped” in the gutters by the landscaping nodes.  A longitudinal strip of sidewalk will be removed behind the curb on Court Street and on Broadway Avenue.  This strip will be used to install the new lighting, conduit, and conductors.  This is the third phase of a beautification project in the Central business District.

The Central Park work does not include any brick, or decorative concrete.  The sidewalks are simply being replaced as they are.

Work has already begun on this project.  The Contractor is Jasper Construction from Newton, Iowa.  Subcontractors include Bud Heckert and Sons from Ottumwa, and CL Services from Fairfield.  The project is funded in part by a grant from the Iowa Department of Transportation.  The project letting was in Ames.  The Iowa DOT gave the contractor 55 working days to complete the project.  As of today, the Contractor has used 26% of his allowed time, but is only 3% done with the project.  The original schedule would have seen the project completed by Kid’s Day in September.

 

10th Street RISE Project: This project is to pave 10th Street from Grimes Avenue to Depot Avenue.  The project is funded, in part, through a Revitalize Iowa’s Sound Economy (RISE) grant from the Iowa DOT.  The project is expected to Start on August 24, 2009.  The Contractor is Shipley Contracting Corporation.  The project contract calls for the work to be completed by September 18, 2009.  The project includes paving the street with 8” Portland Cement Concrete Pavement, over a rock subbase.

 

Proposed Street Maintenance Improvements: This project is nearly completed.  It was constructed by Royale Concrete, a local contractor.  The project involved replacing the pavement at the intersections of Burlington Avenue with 16th Street North, 5th Street North and South, Cromwell Street North.  The intersections of Morgan and Park were also repaired.  This project was undertaken in advance of the Highway 34 Transfer of Jurisdiction Project, so that the new Hot Mix Asphalt being placed on Highway 34 would have a solid base on the side streets, and would last longer.

 

Highway 34 Patching Project: This project was undertaken to replace some of the worst curb and gutter along Highway 34 in advance of the Highway 34 Transfer of Jurisdiction Project.  The project was to create curbs along the highway, so the new Asphalt would have a solid edge to butt against.  Unused driveways were closed.  Sixth Street from near Washington Avenue to Burlington Avenue was removed and replaced as part of this project.  This project is nearly completed.  It was constructed by Shipley Contracting Corporation.

 

Proposed Sidewalk Improvements, Ward 5: It is Ward 5’s turn this year to repair sidewalks in accordance with the City’s sidewalk ordinance.  Property Owners were notified last fall if they had portions of their sidewalks that failed to meet the safety standards.  The property owners were given until the Contractor starts this summer to get their walks replaced.  The Contractor, TK Concrete, from Pella, Iowa is expected to start on the walks by July 22, 2009, and is to have them completed by September 25, 2009.
