Street Repair Projects UPDATE 6/18/10

Because of the rain, the construction projects have been slow getting started this spring. I haven't taken the time to update you on what is going on, but I'm sure you are getting questions. With Jeff coming on board, I thought this might be a good time to give you an update.

09-011 The final phase of the Streetscape project is near completion. The work remaining includes modifications to the street light pole banner arms, modifications to the street light pole bases, installing 35 more plants in the nodes, and adding mulch to the nodes. Lumec, the pole manufacturer is to have people in town on Monday the 21st to finish the poles. We have not heard when the plantings and mulch will be completed. We continue to hold $28,600 of retainage until the project is completed.

09-025 The contractor finished the Kirkwood Pavement reconstruction project on Wednesday. We will now begin the final audit process with the Iowa DOT.

09-108 The sidewalk repair project in Ward 3 is expected to begin on Tuesday June 22nd. Remember that we told the Contractor he couldn't start until after June 21st, to give the property owners time to repair their own walks. He will start on Hempstead between 6th and 4th Streets. This project will go on until the end of September.

09-134 The water main has been installed, and is in service, at D Street and Jackson Avenue. The contractor needs some dry weather to finish backfilling along the new sidewalk, and to complete the seeding. I am asking the street committee for $3,000 to seal coat Jackson this summer. The water main installation completely destroyed what little seal coat was on the street. We will discuss this on Friday at 4:00.

10-005 The 15 block reconstruction project was not scheduled to start until after July 4th. It now appears that it will be after July 21st, as the Contractor has not been able to complete his work on his current project in Burlington. The first area of reconstruction will be Lowe between 4th and 2nd.

10-011 TK Concrete has not given any indication of when they intend to start this year's street patching project. The project is to be completed by August 27th, so I expect them to start soon.

10-022 A pre-construction conference is scheduled for Friday, June 25th, at 9:00 a.m. for the street resurfacing project on 16th, Washington and Court Streets. I expect Royale Concrete to begin patching the streets on Monday, the 21st. They will work on 16th first, and then move to Washington and Court. We marked the base patching yesterday and today. The steps by the Carnegie Library are in very bad condition. Ron Adam and I decided to barricade them so they could not be used. We agreed to reconstruct the sidewalk at this corner to make a ramp, and eliminate the steps. This extra work will be part of the resurfacing project.

10-027 DeLong Construction has finished the water main replacement project on Lowe between 4th and 2nd, in anticipation of the paving reconstruction project. This project went quickly, and DeLong did a good job. We will reconstruct this street segment first, because of the difficulty in maintaining the rock on the trench surface.

10-028 Cross Iron Excavating is about 40% complete with the sewer project on 3rd. This project is being done to replace deteriorated sewer in advance of the paving reconstruction project. They have had a terrible time with the weather, and with bad soils which keep caving into the trench. It was intended that this project be completed by the time the paving reconstruction started, so the Contractor would not have to maintain the trench surfacing for too long. As it is, Lowe will be the first street reconstructed, so Cross Iron's schedule is not as critical. As long as they continue to make good progress on the days they can work, we should be o.k.

10-038 The parking lot project at the corner of Briggs and 2nd Streets has been designed two ways now. The plans are 95% complete for both a conventional parking lot and a "greener concept" which incorporates pervious pavement and a rain garden. We are ready to explore grant funding options to pay for the difference in cost between the two concepts. If funding becomes available, it is likely that the funding source will set the construction schedule. I need input as to how long the City wants to explore funding options.

10-065 We have just started this project to reconstruct approximately 19 blocks of streets in 2011. Our first order of business is to review the water mains with Carl Chandler to see if any need to be replaced ahead of the paving. Next, we will be reviewing the sewer videos to see if any of the sanitary sewer needs to be replaced ahead of the paving. We are also working with the Transportation Committee on Friday to finalize which blocks to include in the project.
